Blocking Students from going to the end?

i figured out how to stop students from using different items by using a repeating command block and setting it to always active.  /clear @a chorus_fruit for example to stop students from randomly teleporting or obsidian so they can not build a portal to the nether. The clear command seems to work with almost any blocks I have tested except Ender portal blocks and eye of the Ender. I’d like to prevent students from building Ender portals. Or from entering the end. I tried a region command, but that  doesn’t seem to exist in the edu edition of Minecraft 

any suggestions on how to prevent students from going to the end?
