Why won't my resource packs install?

When I try to insert resource packs, and behavior packs they won't install. It just goes straight to the game. Please help?

  Is this something that Microsoft is working on? I am an educator that has several worlds that I would love to share, but are useless without the ability to add resource packs. Please give us a little more information. Is "We are not compatible" a permanent no, or is it something we can look forward to in the near future?
