Chat not showing commands

I tried using the /locate command on my survival world and it activates the command but doesn't show me in chat because if I try and use effect it will affect me but it doesn't tell me in chat. How do I make it actually say it and chat. Because it does it on all my other worlds except this one.

  Hey Austin,
  
  Thats strange this doesn't seem to be affecting your other worlds.
  Here's a few quick things to try:
  - A good old fashioned reboot of your device
  - Ensure your client is up to date
  - Try exporting your world, and importing it back into the client.
  
  If none of these steps work, we will take a closer look at what may be going on here.

  Sounds like you may not have your command block output on. 

  Try running the command /gamerule commandblockoutput true

  Hopefully that helps!

  I tried the /gamerule commandblockoutput true but nothing happened. I also tried exporting and importing the survival world but nothing happened, and I tried it twice. My computer has been restarted several times and still nothing. I tried looking through every single setting possible and couldn't find anything.

  It’s not that command, but it’s the /gamerule sendcommandfeedback true command.
