the screen starts to glitch and i cant seem to join my friends server

everytime i move my mouse across multiple buttons the screen starts to glitch out a bit and an entire line just goes white. and when i try to join my friend's server it wont let me onto the server saying it has timed out even though i have perfectly fine internet.

  Can you let us know if you two are part of the same school, if these are school devices, are you both on a home network, and what kind of devices you are using?
