My laptop wont let me download minecarft education
when i download the minecraft education and it finishes it says Failed - Blocked how do i mkae it finish downloading proply

check with your technology director or whoever manages you device. There is probably a system wide program like go guardian that is blocking access to games.

Andrew is on the correct path. Your account for the device may need permissions added to download and install or like Andrew stated the device may be blocked with something the IT department implemented for security.
