Is it possible to develop a plugin with Minecraft education edition??

For example, display a timer and stop the screen when the time is up.

How can I develop?

  I don't know about a plugin, but it is possible to create timers on screen with command blocks, I have made a few countdown timers to "10 9 8 7 6 5 4 3 2 1 Start" events or games. There are plenty of youtube tutorials for that. Hope that helps!

  It is possible but it is considered a mod and we don't support that. It may cause issues to occur with the game client or corrupt the world you do this in.
