How do you break border blocks

I downloaded the Project Management world on this website.  It says that the teacher can break the border blocks.  It will not let me break them so my class can get out of the dome.  Any suggestions.

  You have to turn on cheats, and do the command, /wb. You can also break and place Allow, Deny, and Border Blocks.
