GameMode for High School League Challenge

I am creating a world that High School eSports teams will be competing in, but I wanted to make the world ONLY SURVIVAL and students cannot change the game mode even if they imported the world into their account.

Is this possible?

The scenario will be this:

1 - I will have a saved version of this world on a Google Drive

2 - Teams will download a copy of the world and import it into their Minecraft

3 - They will then host this copy with their team and start to do the challenge

4 - At no time will they be allowed to change the game mode to creative.  They must gather all the resources in Survival

  Yes, hide a repeating command block set to always active with the following command:
  /gamemode s @a

  They could still do slash commands to get items though...

  You can turn off cheats but they can just go to the settings and turn it back on...

  Thanks.  I figured that would be the case.  I was going to create a command block at spawn that would also remove OP from anyone that spawns in, but the settings was what I was not factoring in.

  I guess it will just be a creative challenge for now
