There is currently no way to host Minecraft: Education Edition on a server, similar to Java and Bedrock.  Minecraft: Education Edition uses a peer-to-peer networking protocol to allow players to host and join worlds together.  Read this article for more information about Setting up Multiplayer from a Home network.

Some organizations have been able to set up a VM in Azure and configure it to run Minecraft: Education Edition and host Multiplayer games.  Some limitations with this model are that you will need a player logged into the VM to host the session, the VM does need to be configured with the correct ports open, and the player needs to remain logged in and hosting the session for the entire time.
