Spawning Structure Blocks with loaded Data

I am trying to create a function which will spawn a structure block with already set Load data on top of an Endermite entity. This is the line I have been trying to use so far with no luck.
execute @e[type=endermite] ~ ~ ~ setblock ~ ~ ~ structure_block 0 replace {mode:"LOAD",posX:0,posY:0,posZ:0,sizeX: ,sizeY: sizeZ: name:" ",powered:0b}
I store this line with in a functions folder of a behavior pack. And when I try to run this function in the game it doesn't show up or work when I type it in. Is there a different syntax I am supposed to use? I have looked around online and for other people on older versions this seems to work. Also is there a way to make this function to run in the back ground? I tried using /gamerule gameLoopFunction but it looks like minecraft EDU doesn't support it.
