Command block aid

Am working on a team building game for my school and at one point in the game, the players will have access to enchanted weapons and tools I set up. One of them will be a set of books that create a spell when someone has them active in their hot bar. I need help, how do I Code a command block to say if a player has this book active they can cast lightning.  The other books will be fire, healing other players within a certain area and invulnerability.
