Hi omar khattab
Can you clarify if you're trying to restrict the students access to specific block as in inventory items, or coding blocks?
There is a way to stop students from accessing specific inventory items with commands which I can share if you're interested.

Yeah i want to restrict the access of both the inventory and the code blocks

This video here details how to remove a specific item from a persons inventory. It's the only way I know of to prevent access to certain blocks.

so there is no guide on how to restrict access to coding blocks in codebuilder

There's no way to restrict certain elements in coding.

That's a great goal. I would certainly encourage you to do so.
That said, there are a lot of different elements involved in building lessons, coding and otherwise. To build an activity/lesson in Minecraft, you'll need to become familiar with commands, command blocks and redstone to make build functionality. You'll also need to learn about how resource and behavior packs work.
I've been using Minecraft for many years, and not to discourage you, but it's been a very long journey building my experience to create activities and lessons with that kind of "wow" factor. "Official" information on the above subject areas is limited at best, and does not go into a lot of the advanced elements. While YouTube has been a great source of information, I've had to do a lot of viewing and tinkering to find ways of doing things in Minecraft Education Edition as not everything works the same ways across the different editions.
And I probably still have much to learn.
That said, I'm happy to share everything I've learned how to do.
The best site I've discovered to start getting an understanding of command blocks is here. Personally, what I would recommend you do is come up with a concept you can start experimenting with, for example, an escape room. Plan how you would like it to work, and build, experiment from there and scale it up as you learn more.
