    Hi Tom Schmitt - I'm sorry to hear that you are running into this issue.  We often see these spinning circles when the billing account isn't fully set up.  Trying following these steps to see if this resolves the issue:

    1.    Click on the following link:

    https://admin.microsoft.com/Adminportal/Home#/BillingAccounts/billing-accounts

    2.     Sign in with your administrator account

    3.     Click on Edit billing account information

    4.     Provide all of the requested

    5.     Navigate to the Microsoft Store for Education

    6.     Sign in with your account

    7.     Please try to make the purchase again.

    I get this message when I follow your above direction.  I'm just dead in the water until I get the licenses for my students.  Don't know who I would ask on this.
